ARTICLE IV

Section 1 - Starting Date

1.1 The first day of practice will is determined by the Section.

Section 2 - Official Rules

2.1 The official rule book shall be the National Federation of State High School Association rule book.

Section 3 - Official Ball

3.1 Any regulation football may be used for league play.

Section 4 - Contacts

4.1 The number of contacts allowed is ten (10).
4.2 A maximum of two scrimmages is permissible prior to the first game. Scrimmages held after the first game shall be counted as a contact.

Section 5 - Game Times

Section 6 - Game Results

6.1 The winning school shall be responsible to notify the media with game results.
6.2 The home teams shall provide the official statistician. Visiting teams shall provide one statistician to assist the home statistician. Statisticians shall be provided space where they can sit together.

Section 7 - Change in Classification

7.1 During pre-league games athletes may move from one classification to another. In league play a player may move only to a higher classification. An athlete may not participate in more than one classification in one day.

Section 8 - Schedule and Roster Exchange

8.1 A meeting shall be called by the sports coordinator no later than one week prior to the start of league play.
8.1.1 Rosters of all school teams shall be exchanged by the coaches at this meeting. Information to include players name, jersey number and year in school.
8.1.2 Complete season schedules shall be exchanged by the coaches at this meeting.
8.2 Failure of a coach to submit a roster will result in forfeiture of all games played until the roster is turned into the sports coordinator.

Section 9 - Supplemental Game Personnel

9.1 The home school shall provide qualified personnel to operate the game clock and scoreboard.
9.1.1 In the event of a game clock failure the official time shall be kept on the field by one of the officials.
9.1.2 In the event that the official does not keep the time, a representative of both schools shall work together to keep the time.
9.2 The home school shall provide qualified personnel to operate the down and distance markers at all three levels.
9.3 The home school shall provide a qualified public address announcer for Frosh/Soph and Varsity games.
9.4 At least one member of the visiting school’s administrative staff must be in attendance for the entire varsity game.

Section 10 - Championship

10.1 The varsity team with the greatest number of wins in league competition shall be designated as League Champion. In the event of a tie, all teams tied for the best records shall be recognized as League Champions . No champion will be recognized below the varsity level.

Section 11 - Playoffs

11.1 The number of teams qualifying for participation in the playoff shall be determined by the Section.
11.2 The Section approved tie breaker will be used for every game which is tied at the end of regulation time.
11.3 Two way tie for first - 2 qualify for Playoffs
11.3.1 The team with the best record in head to head competition will be awarded the higher seed.
11.4 Three way tie for first - 2 qualify forPlayoffs.
11.4.1 The team with the best record in head to head competition will be awarded the higher seed.
11.4.1.1 The two remaining teams will use head to head competition to determine the final qualifier.
11.4.1.2 If head to head competition is even a coin flip will be used to decide the final qualifier.
11.4.2 If head to head competition is equal, a three way coin flip will be held to determine the higher seed. The “odd man” will advance to the playoffs as the number one seed.
11.4.2.1 The next tie breaker shall be head to head competition among the two remaining teams.
11.4.2.2 If the tie still exists, the two remaining teams will flip a coin to determine the qualifier for the final berth.
11.5 Three way tie for first - 3 qualify for Playoffs.
11.5.1 The higher seed goes to the team with the best head to head record. If head to head competition is equal, the three teams will draw numbers from a hat to determine seeds.
11.6 Two way tie for second, 2 qualify for playoffs.
11.6.1 Head to head competition will determine the qualifier for the final berth.
11.7 Three way tie for second, 2 qualify for playoffs
11.7.1 The team with the best record in head to head competition will advance to the playoffs.
11.7.2 If head to head competition is equal, a three way coin flip will be held. “Odd man” will advance to the playoffs as the number 2 seed. The two teams will flip a coin to determine the qualifier for the final berth.

Section 12 - Video Taping and Exchange

12.1 Equal facilities shall be provided for both schools for video tape personnel. Schools may have no more than two (2) persons in the video tape facility.
12.2 Coaches, players, parents or any one connected in any way to any league school not participating in the game may not video tape any portion of the game.
12.3 Member schools Shall exchange two video cassettes in VHS format or two DVDs for all varsity games. The videos shall be the last two games that school played.

12.3.1 If, due to technical problems with a cassette or DVD, the game of two weeks can not be exchanged, the school with the technical problem will exchange their most recent game.

12.3.2 Both coaches must agree if there is not to be an exchange.
12.3.3 If one school fails to make an exchange, they will be required to play the game but will forfeit if a protest is filed.
12.4 League members may exchange videos with schools outside the league, provided they are the only league school appearing.

Section 13 - Miscellaneous - Activity Specific

13.1 The home team shall be responsible for securing all necessary medical personnel.
13.1.1 The home team shall endeavor to have a doctor at the game.

13.1.2 An ambulance must be standing by in the stadium before a varsity game may start.
13.1.3 A medical doctor, nurse, EMT or ambulance must be in attendance before a Frosh/Soph or Freshman game may start.
13.2 There must be a minimum of fourteen (14) team practices before a team may participate in a game. Players must have a minimum of ten (10) days of contact practice before they may participate in a game.
13.3 Unless affected by re-alignment, the football schedule will be rotated every two years. The schedule shall be rotated by moving the last game on the schedule to the first game and all other games moved back one week.
13.3.1 Freshman home league games will mirror varsity games.
13.3.2 Host schools must notify the visitors if any game is to be played off the school site.
13.4 The home team shall have the choice of which half the field they will use for pre-game and half time warm-up. The visitors shall be informed prior to entering the field.
13.5 The normal fifteen (15) minute halftime may be extend five (5) minutes at homecoming games. Visiting school must be advised if the halftime will not be extended.
13.6 The home school shall wear colored jerseys, the visiting team shall wear white jerseys.
13.7 Pep bands for both schools may participate.
13.8 Pre-game and halftime performances may be done by the home school. Visiting bands, drill teams, pep squads must obtain permission from the host school before they may participate in any activity out of the stands or cheerleader area.
13.9 Visiting schools may not bring sound systems to the stadium without permission from the home team.
13.10 Admission policies are established by the CVC.
13.10.1 Visiting schools must issue badges or other forms of identification which is obviously marked to all support personnel and coaches.
13.10.2 Drill Team and Pep Band members from visiting schools shall not be admitted free.
13.10.3 Press passes issued by school newspapers or yearbooks shall not be honored.
13.10.4 The home team shall retain all revenues produced by the game.

Section 14 - All Conference Selection

14.1 The football coordinator shall call a meeting for Monday evening following the completion of the league season. Coaches, and the designated Principal shall be informed of the meeting, time and location at least a week in advance. Notification shall be by phone and/or Email or in writing.

14.2 Schools will be awarded positions on the All Conference team in accordance to their finish in League competition. Each school will make their own determination as to who will be placed on the All Conference team. The number of positions shall be as follows:

14.3 A ballot shall be taken to name the MVP. Each school shall have one vote to name the MVP from those selected to be on the All- Conference team. A school may vote for its own candidate. Only one (1) MVP shall be named.

14.4 Each school will receive three honorable mention positions.

14.6 All conference selections shall be forwarded to the league commissioner for distribution to the media.
14.7 No all conference team shall be selected below the varsity level.
